Outlook is blocking incoming mail

Outlook is blocking all emails sent from the Zoho server. 

ERROR CODE :550 - 5.7.1 Unfortunately, messages from [136.143.169.51] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3150).

It looks like someone has triggered Outlook's spam filters. Is this a temporary issue or will it be permanent?
