Billing Error

I have created a PO dated 15th February.  I am now trying to convert this PO to a bill.  I am using todays date (22nd Feb) as the bill date.  I keep getting an error message saying 

  • Transactions before 31 Jan 2016 has been locked. Hence action cannot be performed.
Can you please advise?
