Columns & numbers

Currently if I select an entire column, the following columns to the right up until a certain column are also selected for no clear reason.

Can you tell me how I enter a number like "09" without it becoming "9"? Adding a ' in front does not make a difference.

Also it would be very help to have "freeze panes" and also perhaps "split panes".
