Customer Portal - Custom Tab Add - URL not recognized

Anyone know why I keep getting this error when I try to add a Custom Tab in the Customer Portal?

I did it before but now it won't connect to this link

Help. I am just trying to make it so on the Customer Portal if a customer wants to create a new sales order or make a purchase from our Ecommerce store, they can. And is it possible for a customer to create their own sales order?
