Freezing Panes

I'm trying to 1 row of a simple spreadsheet I'm using in Zoho Sheet and it keeps telling me to "freeze panes" but when I click on that option, it's not allowing me to do it. I go back and click "more actions" and it still says "freeze panes".

I'm using Google Chrome for Windows if that helps.
