How to make a potential revenue forecast report?

Forecast Details / Expected Revenue - related question here. I would like to make a report that shows the potential revenue that can be made with all the open positions. How do I do that please? Also there is a "Rate" field in the Forecast Details. Jet there is nothing in Help explaining what it is. Any pointers please?
