html data parce

Hello, when I try to link external data http://www.spk-wc.usace.army.mil/cgi-bin/hr_rep.pl?isb%20Isabella

It all comes in on the A1 column. It seems to only work with csv, but it is not a csv format. Will not parse. Please help.
