Am I missing it or has the "Exclusive or Inclusive" of tax been omitted ??

I have 11 Custom fields of which  5 are mandatory - it would be nice to have these grouped at the top of the seperated custom fields so that there is less tabbing required (Choosing the sequence would be ideal) :-) !
