Mashup for Developing a Floor Plan

Background:
I'm a librarian at a public library in Illinois. We have a public access computer lab which has been somewhat difficult to manage, what with all the constant need to upgrade plug-ins, software, hardware etc. There are many other problems, but for now I'm in charge of the technology plan for our library. I'm not a networking professional, so if you have any other ideas for my plan, I'm all ears. For now, this is what I'd like to do:

Project:
Create a floor plan in Zoho Sheets, on a graph paper template, where I can spacially represent the computers, refernce desk, book stacks etc. When one either hovers over the computers or clicks on them, one should be able to see a list of software and hardware capabilities of that computer.

Needs:
[list=]Zoho to provide a graph paper template where I can make a scaled floor plan.
Since this needs to be to scale, maybe a little functionality that will allow me different ratios to work in.
Way to add representations of a computer, book stacks, desks etc. in the template.
Ability to play around with these objects on the floor plan, so I can test out different layouts.
