Has anyone figured out a way to make visibility or sharing of Accounts and Contacts to be available across the entire organization without having to have every individual user edit their Sharing permissions?

For our sales folks they need to be able to see everything not just Accounts and Contacts they own and we really don't want them needing to go into settings to have to adjust their own sharing. Is there no way to preset sharing rules for users when we add them in as new users?
