There are times that while a writer document is in the middle of a workflow the user that's responsible for that stage of the workflow needs to bring in other people to work on the document. Currently there is no way for the user to be able to allow other's to work on the document that have not been identified in the workflow as having the ability to move the workflow to the next stage. This is an operational limitation.
