I would like to draw your attention to https://www.zoho.com/zoho_faq.html#5 public spreadsheet. The specific spreadsheet has data only in the first sheet and Sheet 2 and Sheet 3 are just boilerplate contents and is empty. I think whilst publishing empty boilerplates need to be pruned off.
