Approval flow

Approval flow

Hi, 
Assuming a delegate submit expense report on behalf of the manager. Can I create approval process that it will first go to the respective manager to review and confirm the acquittal before submitting to the approver? I notice when I create such flow the manager will automatically approved his/her own report.
