Attachments Section Workflow

Hi there,

Is there a way we can setup workflow notification trigger every time any attachment is uploaded or removed into the attachments section:

I would like to make sure that our Managers get notified whenever a document or file is uploaded for our clients. Or any other alternate in which workflow rule can be set.
