Can I create a custom Bot using an API from Microsoft LUIS or Googles Dialogflow

Is it possible to use the APIs from Microsoft's LUIS API or Google's Dialogflow in order to optimize the bot capabilities in the channels.

Is it possible to develop it without the help of some frameworks like Botframework.
