Cart Maintenance

We need to track use and maintenance of carts used at a fun ride facility. The carts are fitted with a RFID tag and pass through at least two aerial locations which send cart ID and time data to the database. From this information we need to record history of each cart. Also manage spares inventory and various other statistical reporting What I'd like to know is if receiving data as Hexadecimal ASCII delimited records is easily achieved?
