Conditional field from one module to another

Hi There,

I am trying to make a field in one module mandatory based a field being selected in another module

so we issue rebates to certain accounts and have a select field identifying a account that we offer a rebate to - when we the create a deal for this account it sets the rebate amount as a mandatory field.
