Creating a URL filter when there is a space in the criteria

I've inherited a data set where I can not change the contents. There a number of drop down values that have spaces in that I would like to use for filters in a report :

https://www.WEBSITE.com/#Report:REPORT?record_owner=portal_username&section="Buildings & Industry"

I feel like I've tried every combination can can't get it to work :
section="Buildings & Industry"
section="Buildings_&_Industry"
section=Buildings%20&%20Industry
section=[Buildings & Industry]
