Default invoice/quote actions?

I was wondering is it possible to change the default action found here?

I would like it to be save and sumbit as if you have the right to aprrouve you could save and send (I know a promp is shown) this way would make sure to avoid errors.

Can't find any way to change those or remove the save and send option.
