Designig Page: Is it possible to use ZML and Deluge to create a Panel dynamically?

Hi. 

I want to create a Page with a panel for each record in a Form.  I tried to use 'for each , but get get only 1 panel containing the first record.

Is it possible to create a panel dynamically?

This is my code:
