Does Zoho work for Consignment producers?

Hello, We manufacture & distribute to a variety of retail shops; many shops we sell only on a consignment basis, others we supply at wholesale & we also have our own retail shops. When I transfer stock to our consignment customers, we'll send products multiple times a month but these shops (about 50 shops total) but they only pay for the sales incurred (according to their sales reports generated at the end of the month) they DO NOT pay during the month for the products that was sent nor do they pay for the exact amount that was sent. How do we track inventory sent to them without creating an invoice? The following month we'll create an invoice according to their monthly sales reports and this invoice needs to subtract the inventory that was sent during the month. Any solutions? Thank you!
