External sharing - sends user to login page?

I'm testing out Zoho docs; I want to see how the share feature works with those who do NOT have a Zoho account.
My understanding is that I can share a document with non-Zoho users and use a document-specific password to protect it. I did this, and shared the doc with my boss. I then gave her the password.
When she clicked on the link in the Zoho-generated email, it sent her to a page that asked for the password, as expected. However, once she entered the password, she was redirected to a login page, rather than to the document.
Why wasn't she able to view the document? I don't want all of my external users to have to create Zoho accounts.
