Fix shipping charges fees (Custom Function?)

Fix shipping charges fees (Custom Function?)

Hi. 

I plan to fix a standard price for shipping charges. Instead of manually typing it, I was hoping to use Work Flow and Custom Function to automate a fix amount for shipping charges. 

Anyone know how I can find the code for it?
