Freelancer needed

I develop courses and have a need to replicate what I have been delivering in Flash as html/jquery pages suitable for iPad.
I need to create some re-usable components, such as these:

Image with hotspots which opens an overlay with video and text OR image and text. I need the ability to set change the background image, set the position and numbers of hotspots, set the image or video in the overlay and the text. I’m assuming the easiest way would be to do this via xml.
A flash like carousel created in jquery which allows a user to rotate the carousel by swiping it, with an elegant easing motion. Once again each object in the carousel would open an overlay consisting of image and text OR video and text.

Could I get a cost to create these along with whether it will be achieved via xml or another means. Can supply any artwork. Solutions needs to look elegant as well as being easy to use.
