GDrive new file to Gmail

GDrive new file to Gmail

I'm trying to setup the following. 

1. New file added to a subfolder in Google Drive. 
2. That new file is then emailed via Gmail (The file is actually going to Zoho books (documents) to be scanned as it's a receipt folder.)

Is this possible? Or is there a better way to do this? 

I'm using zoho one.
