How to create double comma quotation marks below and closing above (German style) in Zoho?

How to create double comma quotation marks below and closing above (German style) in Zoho? I am a writer and need to work with accurate punctuation, English quotation marks don't work for creating a German text and so far I have not been able to create the German double comma quotation marks in Zoho which means I always have to insert them manually and that is a hassle that I don't want to continue, because it is a big time-eater. If I can't fix this, I might have to find another notebook app...I wish you can find a solution, let me know how to fix this issue. Thank you!
