How to issue BOM and track its cost?

We are struggling with Zoho inventory as it doesn't allow any materials to get out unless it is sold, but we are a cabinet makers. and when we get the design from the showroom, we prepare the BOM and send it to the warehouse, who cannot find any option to send them to the production, the only way is by transferring them to another warehouse. Issue here, the cost of BOM cannot be tracked per contract!
