International characters gets scrambled when publishing the text description of the application being published

When publishing an application to Marketplace there is a problem with the characters in the published text.

I design mode using International text - such as Swedish åäö, and ÅÄÖ is working.

When saved/published all the characters is converted to a scrambled unreadable text - a string representing another
character. 

This problem is for all international characters affecting many characters in different countries languages.
