Mandating Data Template, if file added to a particular folder

1. Feature to force users to fill data template, when uploading a file.

- I assign a data template to a folder.
- when a file is uploaded to that folder, a Data template appears and users fill in the appropriate information

2. Secondly, there should be an option to find out which files have/do not have a Data template attached to them in a particular folder.
Some documents might have missed data template applied to them, due to which searching file using Data Template is not effective.
