on-submit script

I'm looking for someone to create a script for me based off of one of my zoho web forms that essentially checks the eligibility of my students registering through the form against a file on my computer. I would like this action to occur when the student tries to click the submit button so they know if their eligible (processes the form to database), or if they are not (does not process form).
