OpenURL working Intermittently

OpenURL working Intermittently

Never had this issue before, everything was working fine up to a few days ago. We have a buttons on reports to open forms with pre-filled fields. Now, there are instances where it will throw and error and gives no feedback. What is really strange is not all entries are doing this. It seems really sporadic. This is also happening with multiple links now. 

This is the open URL request. I have added dummy names in brackets to hide the link, but the fields are all correct. As mentioned, this is only happening with random forms.
