Portal View Permissions

Hello!

My company is looking to buy new portal types but is wondering about the access they would have. For example, we would most likely make this portal for a module we call "Staff".

Is there a way they view all records in the Contacts and Leads modules, or can they only view ones that have been attached to them via a lookup within the CRM?
