Special Content Management

Would like to use creator to manage a list of content files. A relatively simple form will ask the user some basic info (name, description) and then either upload a file and/or reference a URL for the file. I have several web services which need to be notified when the form is submitted/updated and be able to pull a few bits of data (13 digit ID and some other info) back into the form. Need to talk about possibilities and limitations.
