The respondent's responses reached the Reports section even if they did not click "Submit"

Hi, 
I just found out that in my survey, the respondent's responses reached the Reports section even if they did not click "Submit", in which contrary to information I found in Q&A:


Is there a way on how to record ONLY those that the respondents click Submit?
