組織にユーザーが追加された時、新しいユーザーごとにeDiscoveryを手動で有効にするのではなく、自動で有効にする方法はありますか？

はい。管理者は、新しいユーザーに対してeDiscoveryを自動的に有効にすることができます。eDiscoveryポータルの設定タブで［新しいユーザーの自動有効化］にチェックを入れるだけで自動で有効になります。これにより、新しいユーザーが組織に参加するたびに、そのユーザーアカウントには、独自の保存ポリシーが設定されていない限り、他の従業員と同じ初期設定の保存ポリシーが適用されます。​
