Is it just me or do you feel that the UX of the sending email page is not efficient too?

When we send emails, we want to type some text of review a template in an easy way. Look at the screenshots : 

In my opinion, the orange selection is a waste of space and that could be really improved, more condensed or regrouped, by using icons or whatever. The Green space is what really matters, but to have a larger view, you have to scroll down (again). And even when we scroll down, it's not fantastic at all...

This situation may happen because i am working on a 13'inch screen but still, I am sure that there is some room for improvements.
