I'm 99% certain the answer to this is "no" but wanted to confirm.

My client wants to trigger Goals by visits to pages that use specifc meta tags. The only way I've triggered Goals is through visits to a specific page or pages with a string in their URL. 

Can you confirm that there's no clever work-around that lets you trigger a Goal using a page's meta tags?
