Error on payment invoice

Getting this error when trying to charge a credit card via PayPal:

Looks like there's a problem!We are unable to process the payment at the moment as "The type of transaction is not supported by the merchant country."

Ireland is the Merchant and New Zealand is the paying country. Should work. Why is this coming up?
