We we go to "Chart of Account", add a new account under "Other Reliability", it does not show in the drop down menu when we create a bill. 

At the same time, whatever bill we add under "Other Current Reliability" is always shown in the Balance Sheet report as (-) either it is paid or not and it doesn't affect the calculation of the total reliability.
