Re-Invite button doesn't appear

Re-Invite button doesn't appear

I know you don't actually read the question, but my question is what do I do when a User can't activate their account. The User gets a message saying the Administrator needs to Re-invite--so as the Administrator I go to Users and hover over their name--but the Re-Invite isn't there. I tried to attach a screenshot showing that I'm hovering over a name and Deactivate is the only choice given. BUT the picture wouldn't attach--no matter how many times I tried.
