Setup a spreadsheet to share. Tried to share with another email and get the error "you organisation policy doesn't allow you to share with the below user" and "To continue sharing please contact administrator" I am the administrator as far as I can see. 

I am using the free version. It says allows up to 25 user ? Why wont it let me share with more than 5 ?

In my organisation profile has the Organisation Name I set, Me as the super admin. Plan free Number of Licences up to 25. 

Am I missing something here ?
