Add Agent Signature to Public Comment by Default

Currently, when an agent replies to a ticket, their signature gets pulled into the reply by default. Some organization (like ourselves) use public comments to communicate with our customers. We would like the agents' signature to appear by default every time they are posting a public comment. The agents shouldn't have to copy and paste their signature from their email. Also, the fact that snippets are not enabled for comments is not helping...
