Right now rules are automatically ordered as they are added and they cannot be reordered. An example scenario where I find this is often needed is when working on more complex forms that have many fields and rules. As the form gets created and even after when the fields get modified this often means that the rules need to be modified as well.

My preference is to have the rules ordered in the same way as the fields are ordered in the forms are ordered. This allows the rules and fields easier to update as I can open them up in separate windows side by side and make the changes.
