BLUE HOST CANNOT FIX MY MOD_SECURITY ISSUE

I have numerous websites with Bluehost (first issue). I ALWAYS have to go through the process of getting them to whitelist the ZOHO plugin, usually it takes several attempts to get them to figure it out. I have now been in communication with Bluehost for 3 days trying to get this done on a new website. They simply cannot figure it out. They keep asking for my IP address and keep promising me it has been done but I still get the Mod_Security error when I try to configure the plugin. I am not a tech savant so I am at a complete loss. I am now looking at leaving ZOHO and BLUEHOST as I am sick of this issue and the lack of competent customer service to get it fixed. Any ideas?
