Can i hide certain categories from the users but not the Agents?

I am currently adding some Categories>Sub Categories to our Ticket Layout so that Agents can categorise on a finer technical level.
For example I'd like the customers to see a list of options that make sense to a front end user. Lets say :-
Table>Data Export>CSV
I'd like the Agents to be able to choose something more technical when we know what the issue is such as
Table>Data Export>CSV>Service issue
>Location not available to export
>Connection to FTP not available
This makes it easier for us to report on. Obviously I would like to maintain some sort of Relationship between the Userside category and the Agent side so that only appropriate values show as with the Category Relationships I can't see a way of doing this?
I think that I can do this with a Blueprint but I'm not exactly sure, however, this would require a lot of maintenance I think as I would have to add a new Category to the Ticket layout and then remember to add it to the Category relationships and then add it in Blueprint?
Any workarounds would be great, thanks in advance
