Can't add user, role, or profiles to manage security

I have a Standard Edition account. I do NOT see any of the menus or screens shown on these documentation pages 
Add Users or Creating Profiles or Field Permissions  I do not even have   Setup  >  Users & Permissions  >  XXX . as mentioned on all of those pages

Under Setup > Manage Users, the + Add User button launches a form that only contains a field to enter email addresses.  No invitation is ever sent to the email address. I've tried various addresses and checked spam/junk folders. In spite of never receiving an invitation the user shows as an active user. 

Without the ability to create users that have to log into Zoho to access the application and then control their access to various forms within the application, Zoho does not meet basic business needs. I used to have those abilities, now they seem to be gone.  Simply "sharing" an application does not put any security in place
