Can you set up a form to send payments?

Hi, I know it's possible to set up a form to receive payments by going into settings and enabling payments. I also noticed you can have the amount, item, and quantity fields dictated by fields within the form.

However, is it possible to have the "Paypal email id" field dictated by a field as well? I want to create a form to be able to send payments to customers rather than receiving them, and to be able to change the paypal email id through the form rather than having to go through the settings for every transaction.
