Cannot create a new user account

Cannot create a new user account

I'm having no luck creating a new user account.

When I click the "I am a new user" checkbox, the password confirmation editbox appears correctly. I then enter my email address and both passwords and click "Sign in." The page reloads with the error message "No Account for the user."

Attempting to login with the new account's information confirms that the account was not created.
