Composing a mail is slow

hi

When i compose a new mail, a new pop up window is loaded(slowly which is irritating).
Why cant it be pre populated (it is static data)so that it is like a show/hide div.

As of now user will have to wait after clicking compose, then page loads from server, which i think is unnecessary.
