Customizing Help Center New Ticket Form

I have a few needs that I'm hoping can be addressed through HTML customization or through other means:

1. Is there any way to hide or display fields based on business hours or outside business hours. Outside of our business hours, we want to ask one additional question at intake. If it's not possible at the field level, is there any way to at least have a different default layout (now that multi-layout is available) outside of business hours than during business hours?

2. Is there any way to put in a block of text into the help center when user is creating a ticket. We want this text to appear ONLY if the value to a Single Select Dropdown Field equals a specific value above it. During the last Q&A, a Zoho Expert said this should be possible with HTML/CSS customization. I would love to hear how.

3. To make the most of all flexibility, is it possible to have a new Field Type created by Zoho that is just an HTML block that renders any HTML put into that field. This would save all current users much headache. A lot of popular forms (such as gravity forms) have this feature. This way users can just put the HTML block field at specific places in the layout and can render what we need and when we need. We would also then be able to use Layout Rules to hide/show these fields when we need them, like all other fields. 

4. Is there any way we can have a message display in the header, right above our ticket form for users stating "Our business hours are 8am-9pm. We will only reply outside of business hours on emergency tickets"
